Bake or broil
They are separate ignitors and separate access. A bake ignitor sits under the oven floor and usually means the cavity is entered from inside; a broil ignitor is at the roof. An oven that broils but will not bake has told you which one before anybody arrives.

Whether it is the ignitor or the valve
This is measured rather than judged. A weak ignitor draws less current than the valve needs to open, and it goes on glowing brightly while doing so — which is why "it lights up, so it cannot be that" is the commonest wrong conclusion on this repair.

The single most useful thing to know about this repair
A glowing ignitor is not a working ignitor. The ignitor on a gas oven is also the current-sensing element in the safety circuit: the valve only opens when enough current passes through it. As the ignitor ages its resistance rises, the current falls below the valve's threshold, and it goes on glowing a perfectly convincing orange while the gas never arrives. People replace thermostats and control boards over this.

The ignitor glows but the oven never heats. What is that?
Almost always the ignitor itself, and it is the most counter-intuitive problem on a gas oven. It has to pass a certain current to open the safety valve, and an aged one glows brightly while falling below that threshold. It is measured rather than eyeballed.
The top burners work fine. Does that rule out a gas problem?
It rules out the supply to the appliance, which is useful. The oven has its own ignition and its own safety valve downstream of that, and those are what fail.
How long does an oven ignitor last?
Years, and it fails gradually rather than suddenly — long preheats first, then intermittent, then nothing. An oven that has started taking noticeably longer to come up to temperature is usually giving you notice.
