Stiff, or seized
A dial that turns with effort has grease that has hardened in the valve stem, and that is cleaned and re-lubricated. A dial that will not move at all, or that turns freely and does nothing, has usually been forced, and then it is the valve.

One dial or the whole row
One stiff stem is a service on one valve. A whole row that has gone heavy is age and a full-top service, which costs less per burner than coming back four times.

Gas or touch
On the induction and electric tops there is no stem at all — the problem is a touch panel or the board behind it, which is a different part at a different price.

Boil-over that runs down behind a knob is the usual origin. Cleaning it out properly is time rather than parts.

The one thing that makes this expensive
Force. A gas valve stem stiffens because the grease inside it has aged and hardened — the valve is fine, the lubricant is not. Cleaned and re-greased, it turns like new. Turned hard with both hands, the stem shears or the valve body distorts, and then it is a gas valve, a longer appointment and a leak test. If a dial on your top has started to feel heavy, that is the moment it is cheap to deal with.

How many stems, and whether the valve survived. On an electric or induction top, whether the panel is separate from the board.

My burner dial has gone very stiff. Is that dangerous?
Not in itself, but do not force it. It is old grease in the valve stem and it is one of the cheaper things on this list to correct — until somebody puts real weight on it, at which point it becomes a valve.
Can I spray something into it myself?
Please do not. Household lubricants are the wrong grade for a gas valve, they wash the correct grease out, and several of them are flammable. The valve needs a high-temperature grease made for the job.
The dial turns but the burner does not respond. Same repair?
No — that is the valve or the ignition rather than the stem, and it is a different diagnosis. Worth saying which of the two you have when you book.
