Filters, first and properly
Out, held up to the light, washed if that is what they need. A tacky baffle or mesh filter restricts measurably, and it is the cause often enough to be worth ruling out before anything is dismantled.

Follow the duct as far as it can be followed
Crushed behind a cabinet, disconnected above a ceiling, reduced to a smaller diameter by whoever installed it, or terminated into a soffit rather than outside. All of these are common and none of them is visible from the kitchen.

Check the damper and the cap
A damper has to open when the blower starts and can stick after a few humid years. The wall or roof cap at the far end is where lint, paint and nests end up. Both are outside the appliance and both stop it working.

Measure what is actually moving
Airflow at the hood, not an impression of it. It is the only way to say honestly whether the hood is now doing what it should or whether the installation was never going to let it.

A hood is a blower, a filter and a path
When it stops clearing the air, the path is the first suspect and it is the part nobody looks at. In order: filters that have gone tacky, a duct crushed or disconnected or reduced, a damper stuck shut, a wall or roof cap blocked by everything a roof collects. Only then the blower. We work in that order because it is the order that finds the answer, and because three of the four cost nothing but time.

What arrives depends on duct diameter, the number of bends, the length of the run and how clean everything is — which is why two identical hoods in two kitchens can perform completely differently with neither of them broken.
When the honest answer is "this is the installation"
Sometimes it is, and you should be told. A hood ducted into a soffit, a run reduced by two inches, a recirculating unit in a kitchen that needed a ducted one — those are not repairs and pretending otherwise wastes your money. We would rather explain what it would take to put right and let you decide.

The hood has never been any good. Is that a repair?
Often not, and we will say so. A hood that has always disappointed is usually an installation question: a duct run that is too long or too bent, a diameter reduced somewhere, or a hood that recirculates when the kitchen needed one that ducts outside. That is worth knowing, because it is fixable — but it is fixed with ducting rather than with parts, and the conversation is a different one.
What is a recirculating hood and do I have one?
It filters the air through charcoal and returns it to the room instead of sending it outside. It handles grease and odor and it cannot do much about steam or humidity, which in this climate is what people notice. If yours has no duct going anywhere, it recirculates — and if it used to be better, the charcoal filter is a consumable with a life measured in months.
Can a duct really be blocked enough to matter?
Easily, and it happens more often than people believe. Flexible ducting crushed behind a cabinet during a remodel, a run reduced from eight inches to six because that is what fitted, a damper stuck shut, a roof cap painted over. Each of those alone can halve what a hood delivers, and none of them makes any noise about it.
